Leadership & Governance
Liberia International Christian College (LICC) operates under a governance structure designed to provide clear leadership, responsible oversight, and long-term institutional stability.
Core Governance Structure
LICC is supported by three complementary governing bodies, each with defined responsibilities:
- LICC Board of Trustees – Holds fiduciary and institutional authority in Liberia
- ULICAF Board of Directors – Provides financial stewardship and strategic support
- ULIC Leadership – Provides spiritual and doctrinal oversight and continuity
Executive leadership is entrusted to the President, who oversees daily operations, leads the academic and administrative teams, and implements board policy in collaboration with institutional leadership.
In the normal course of business—which represents the vast majority of decisions—governance is direct and streamlined, with authority flowing between the LICC Board and the President. This ensures clarity, efficiency, and accountability in day-to-day operations.
Shared Oversight for Exceptional Decisions
Over many years, multiple organizations have made significant investments of resources, leadership, and trust in LICC. As a result, certain decisions require shared agreement to protect the institution and ensure long-term alignment.
These shared decisions are limited to exceptional situations, such as:
- Defining or revising the college’s core identity (vision, mission, and values)
- Appointment or removal of the President
- Major financial commitments, borrowing, or use of endowment funds
- Significant capital projects, land matters, or building decisions
- Acceptance of unusually large or high-risk grants
For these matters, LICC follows a pre-established consensus process that brings together the appropriate governing bodies. This process is intentionally used only when the stakes are high and broad alignment is essential. It is not part of daily operations and is rarely required.
Clear Boundaries and Accountability
Each governing body associated with LICC operates within clearly defined boundaries. Decision-making authority is assigned in advance, resources are controlled by those responsible for their use, and consultation is built in where appropriate.
This structure:
- Prevents overlapping authority
- Reduces institutional risk
- Supports confident executive leadership
- Encourages collaboration without slowing routine decisions
Stewardship of Assets and Resources
LICC’s governance also reflects practical and legal realities:
- Fundraising occurs in both Liberia and the United States, based on where resources are available.
- Land is legally owned by the Liberian church body, in accordance with Liberian law, while LICC manages and uses the land for its educational mission.
- Budgets, audits, major contracts, and financial reports are formally reviewed and approved through established board processes.
